That is the scene at Power Plant Live!, where the ninth annual Baltimore Taco Festival opens today, Saturday, Oct. 10, and runs through Sunday, Oct. 11. The organizer bills it as Maryland’s biggest taco festival, and it is built to be more than a food crawl. It is a block party with a menu.
The tacos, and how to pay for them
