Almost 40 prospective food truck owner-operators will eventually get their day in Dakota County District Court, as a St. Paul man faces felony theft charges.
Omar Alexis Emmanuel Cruz, 41, is accused of taking large down payments from 37 parties to build custom food trucks. Those who paid more in advance were accorded faster service. None of the trucks were delivered.
