TUCSON, Ariz. (13 News) – One man is dead, and another is in custody following a pedestrian hit-and-run accident near Flowing Wells and Roger on Saturday, Oct. 31.
The Pima County Sheriff’s Department said Brandon James-Higdon was struck around 11 p.m.
