HOWE, Texas (KXII) – A man was arrested and accused of stealing wire from a Howe business. The Howe Police Department said that a business owner spotted a suspicious vehicle driven by a man later identified as Moises Vindana, 38, driving away from his shop on the 1800 block of North Collins Freeway.
