A Texas woman has been cuffed for her third DWI-this time after a traffic stop in northwestern Harris County, law enforcement said. Jesenia Garcia was pulled over by a deputy from Constable Mark Herman’s Office on February 11, after she was spotted driving in the 19600 block of Restaurant Row. The officer reportedly noted that she appeared to be under the influence, prompting a roadside sobriety test, which she failed to successfully complete.
