Vivian’s first black alderman is remembered fondly

VIVIAN, La. (KTAL/KMSS) – Arthur Jefferson was a military veteran and the first Black alderman in Vivian, Louisiana, in 1982. He’s remembered fondly by many. He was a proud member of Lake Zion Baptist Church in Belcher, La. His paster, James Terrell Smith, says Jefferson always wanted the church to be better and was always there to help.
