At the start of Atwater City Council’s regularly scheduled meeting on Monday night, it was clear that a significant change of leadership at City Hall was taking place. The meeting agenda showed that during the closed session the council was discussing an appointment for the city manager position, and Deputy City Manager Greg Thompson was sitting in City Manager Lori Waterman’s place when the public meeting commenced.
