SIOUX FALLS, S.D. (KELO) – South Dakota tribes, both big and small, continue to declare and deal with state of emergencies. While the Oglala Sioux Tribe on the Pine Ridge Reservation declared a state of emergency in November, emergencies have also been declared by the Lower Brule Sioux Tribe and the Crow Creek Sioux Tribe. Tribal members told KELOLAND News they feel like second-class citizens despite living on some of the most picturesque land along the Missouri River in South Dakota.
