Three years after Jefferson Parish began burying its COVID dead, it’s building a $2.8 million memorial to them. In what could become a larger public park in Marrero, the monument is rising from a wide, treeless field in the 5800 block of West Bank Expressway, between a row of manufactured houses on one side and a ditch on the other.
