EVANSVILLE, Ind. (WEVV) – Authorities say a man was arrested after Evansville Police discovered an improvised explosive device that was built to function like a grenade. Officers say they conducted a traffic stop on Kentucky Ave. on Wednesday on a truck that had license plates registered to a completely different vehicle.
