Syracuse, N.Y. — Another day of scattered thunderstorms could bring an inch or more of rain to much of Upstate New York today and Saturday. “Any slow-moving showers and storms may produce heavy downpours that could lead to localized flash flooding,” the National Weather Service said in issuing a hazardous weather outlook.
