CHARLESTON, S.C. (WCIV) – Charleston plans to welcome families to the 21st annual First Day Festival slated for Sunday. Kids and families can attend and prepare for the upcoming school year by picking up a pre-packed bag of supplies and visiting community organizations and agencies to receive information on community resources. Children must be present to receive a bag. There is a limit to one bag per child.
