Missouri has voted for the Republican presidential candidate in every election since 2000. It has a Republican governor and holds super majorities in both the state House and Senate. Yet in the November election, voters take the policy-making reins with ballot questions on enshrining abortion rights in the state constitution and raising the minimum wage – policies at odds with the conservative agenda.
