PORTSMOUTH, Va. (WAVY) – As Tropical Storm Debby marched toward North Carolina at the beginning of the week, the Tri-County Animal Shelter knew they had to do something to protect their animals. So, Amanda Newins, a board member with the Portsmouth Humane Society said they stepped in to help.
