RICHMOND, Va. (WWBT) – Richmond police detectives arrested and charged a 46-year-old Richmond man with murder after a Powhatan man was found shot to death on German School Road last month. Police were called to the scene around 6:50 a.m. July 14 in the 1000 block of German School Road.
