Lawsuit filed against Contra Costa County and Antioch for failing to protect baby girl

ANTIOCH, Calif. ( KRON ) — A civil rights lawsuit filed in federal court last week accuses Contra Costa County, the City of Antioch and several agencies of failing to protect an 18-month-old girl who died from trauma allegedly inflicted by her parents from harm, despite repeated signs she was being abused.

“We had the care providers and law enforcement failing to do the bare minimum that they are asked to do which is just simply to report,” said the plaintiff’s attorney Brett Schreiber.

The child, who is referred to as “O-y” in the lawsuit, died in August 2022 from her injuries in what a doctor ruled a homicide. She was removed from her parents’ custody just weeks after her birth after being born with methamphetamine in her system.

She later passed away with a severed pancreas and bleeding in her brain.

The lawsuit was filed on behalf of O-y’s two young siblings who are currently in foster care. Schreiber represents them and says their mother, Jessika Fulcher; and father, Worren Young Senior, are both documented drug addicts.
