ANN ARBOR, MI – A second phase of the Owl Creek apartment complex in northeast Ann Arbor is approved for development. City Council voted 10-0 Monday, Aug. 19, to OK a developer’s request to add a five-story building with 131 apartments along the east side of Nixon Road just south of M-14.
