STOCKTON, Calif. – The city of Stockton is using a cease-fire model referred to as the “triple bottom line” and it includes three goals. The first is reducing gang homicides and shootings, the second is decreasing repeat offenders and incarceration rates, and the third is strengthening police and community relations.
