ROCKFORD, Ill. (WIFR) – The Rockford Public Library (RPL) Nordlof Center hosts the celebration of young adults who graduated from the Workforce Development Programs. LT Construction and the City of Rockford banded together to create the Workforce Development Program to train teens in the community in the trade of concrete laying.
