A Wilmington man who authorities say didn’t return to the Sussex Community Corrections Center in Georgetown after he was allowed out on a work permit has been caught. 30-year-old Shane Windell, who failed to return to the Corrections Center Thursday, was picked up in Newark, the state Department of Correction announced Saturday.
