Stockton parents arrested after 2-year-old child dies with ‘clear signs of neglect,’ police say

STOCKTON, Calif. – A Stockton toddler who died was reportedly malnourished and appeared extremely emaciated, the police department said. Both her parents were arrested. Officials said crews responded to a residence on West Oak Street near North Monroe Street around 3:15 a.m. Monday for the report of an unresponsive 2-year-old girl.
