SPOKANE, Wash. — The suspect accused of fatally shooting a man at a red light in Spokane Valley on August 18 has had his nursing license suspended by the Washington State Board of Nursing.
The board said 43-year-old Marc G. Rinard cannot practice as a registered nurse in Washington while legal action against him continues. He has 20 days from the date the suspension was issued to contest it.
Rinard was arrested for second-degree murder and first-degree assault for allegedly shooting and killing 23-year-old Andrew Buonocore at the intersection of Trent Avenue and Argonne Road on August 18.

According to Spokane Valley Police, Rinard pulled up beside Buonocore’s car at the intersection and started yelling at the people inside. Police said Rinard then shot Buonocore with a pistol and drove off.
Buonocore died at the scene. The passenger of the car was not injured.
Rinard was arrested later that day at his home. The detective who questioned Rinard said he smelled strongly of alcohol and that his eyes were very red and watery.
