Portland Mayor Ted Wheeler took a step back from a crowd of about two dozen Lan Su Chinese Garden donors at a closed-door event in the garden Saturday night. He’d just delivered a speech on his recently proposed plan to improve safety in Old Town Chinatown and was ready to talk details on the “action plan” that had been underway since Aug. 16.
