California Warns Rebellious City Over Homeless Shelter Ban, Threatens Legal Action

Sacramento, CA – The California Department of Housing and Community Development (HCD) issued a Notice of Violation to the city of Norwalk today for its recent ordinance banning new homeless shelters and housing developments. The state warns that legal action may follow if Norwalk does not reverse the policy, which Governor Gavin Newsom called “counterproductive and immoral” as California faces a growing homelessness crisis.

Norwalk’s moratorium, adopted in August, violates several state laws and has hindered the city’s progress toward meeting housing goals. The city has until September 23 to respond, or it could face litigation from the Attorney General’s Office.
