Historic Columbia invites the community to experience rich heritage and vibrant culture at its 46th annual Jubilee: Festival of Black History & Culture. The event will be held on Sept. 21, from 11 a.m. to 6 p.m., on the grounds of the historic Mann-Simons site, located at 1403 Richland St. in Columbia.
