SPARKS, Nev. (KOLO) -The Sparks Police Department arrested a man Saturday afternoon it said used a gun to commit a domestic attack in west Sparks. Police arrested Timothy Rubinstein, 33, on charges of domestic assault with a deadly weapon, carrying a concealed weapon without a permit, obstructing law enforcement and two counts of child endangerment.
