On March 1, 2022, Alabama Gov. Kay Ivey issued a proclamation regarding the murder of 25-year-old Caleb Jordan “Jay” Holden, also known as Jay Nelson, in Russell County. Holden’s body was discovered in the roadway at 10th Ave. and William Boddie St. in Phenix City. Forensic examination showed that the young father of two had been shot in the head.
