STATEN ISLAND, N.Y. – A 31-year-old man displayed a gun while he was retrieving his car from an impound lot in Charleston, authorities allege. Rafael Ortiz of Sharon Avenue in West Brighton was arrested two days after he showed up at the lot on Sept. 10 at 5 p.m. on the 700 block of Sharrotts Road, according to the criminal complaint and police.
