PHOENIX (AZFamily) – A man is jailed after Phoenix police say he turned himself in one year after a hit-and-run crash in west Phoenix that left a pedestrian dead. According to police, 37-year-old Cesar Castro Luna illegally crossed the border into the U.S. earlier this week to confess to the crime.
