One of the two men charged in connection with the shooting death of a 49-year-old Beloit man has his preliminary hearing in Rock County Court. Last week Court Commissioner Mason Braunschweig bound 38-year-old Kevin Payne over for trial on charges of first-degree intentional homicide with use of a dangerous weapon, possession of a firearm by a convicted felon, and bail jumping.
