A 27-year-old Illinois man charged in connection with a weekend shooting in Janesville is free on a signature bond. Nicholas Russell made his initial appearance before Rock County Court Commissioner Jack Hoag Monday afternoon on charges of endangering safety by reckless use of a firearm and operating a firearm while intoxicated.
