CLEVELAND, Ohio (WOIO) – Tim Beck was driving a limo bus filled with passengers when they came to a halt on I-90 because of a large “street takeover” early Sunday morning. “Mobs of people in Halloween costumes and masks, everything from doing figures eights and burnouts in the middle of the street to shooting fireworks off,” Beck said. “As soon as the traffic stopped and backed up that’s when they started mobbing around cars.”
