Maryland DJS changes policy to monitor or detain youths charged with violent felonies

The Maryland Department of Juvenile Services is shifting policy amid an outcry for change after a man was beaten in Butchers Hill. The DJS announced the policy change Tuesday, saying all youths accused of or charged with a violent felony will be placed on electronic monitoring before their initial court appearance. For those already on electronic monitoring, they will be detained.
