According to the DHS’s 2025 Homeland Threat Assessment, lone individuals and small groups pose the most significant threat of carrying out terrorist acts. Foreign terrorist organizations like ISIS and al-Qaeda remain active in inspiring and potentially carrying out attacks.

Transnational criminal organizations are also a concern, as they engage in drug trafficking and potentially support terrorism. Fentanyl and other synthetic opioids continue to be a deadly threat to public health.

Foreign governments and organizations are also attempting to sow discord and undermine trust in US institutions, targeting minorities, dissidents, and journalists.

The influx of migrants at the US borders with Mexico and Canada raises concerns about potential exploitation and threats to national security.

Critical infrastructure remains vulnerable to cyber and physical attacks from foreign entities like China, Russia, and Iran. Domestic extremists may also target infrastructure to further their ideologies.
