PHOENIX (AZFamily) – The Phoenix Police Department is out with a warning to pet owners. They released body cam video from officers who found two dogs tied to poles and suffering in the heat with no food or water. The video of the sad situation was released as a reminder that it’s illegal to tether unsheltered animals.
