This week’s “Mystery Photo” shows some groundwork being done in December 2003. Where is this and what is happening?. Last week’s Mystery Photo” had new Tracy area commander Lt. Dave Rouse, left, talking with officers Shellie McCrary and Don Jones in the briefing room before patrol. Rouse took over as the commander for the Tracy CHP office in February of 2003. Rouse replaced Lt. Debbie Vertar who moved to oversee operations in Hayward as a captain. Rouse brought more than 20 years of law enforcement experience to the Tracy office and prior to working in Tracy, Rouse was a member of the North Sacramento office where he worked on a variety of projects, including initiating the Amber Alert system in California and anti-terrorist activities following the September 11 attacks. Rouse said he would be pursuing and implementing state grants to promote seat belt safety, deter drunken driving and reduce highway crashes.
