What is Ballot Measure 115? Voters to decide new Oregon impeachment law

Ballot Measure 115 is a proposed change to Oregon’s Constitution that would give legislators the power to remove statewide elected officials from office.

It is one of three amendments Oregonians will decide in the Nov. 5 election. A simple majority is required for passage.

The offices eligible for impeachment and removal would be governor, secretary of state, attorney general, treasurer, and labor commissioner.

Oregon is the only state without an impeachment doctrine.

Previous attempts to send the proposal to voters failed, including a similar resolution in 2022.

Oregon has a recall process that requires signatures from 15% of all voters in the previous election for a recall election. There were five unsuccessful attempts to get enough signatures to recall then-Gov. Kate Brown . A recall effort in 2021 against then-Senate Majority Leader Fred Girod also failed to get enough signatures .

What would be grounds for impeachment under Oregon Ballot Measure 115?

Under the amendment, grounds for impeachment would be “malfeasance or corrupt conduct in office, willful neglect of statutory or constitutional duty or other felony or high crime.”
