(WJAR) – When Kevin Smith purchased a home on Julien Street in East Providence decades ago, flooding wasn’t a concern. “We weren’t even aware this was a flood zone,” Smith said. “I think there have been a lot of changes in the watershed and the water has nowhere else to go.”
