SACRAMENTO, Calif. – The presence of an onshore breeze continues to cool Northern California down from temperatures that were well above seasonable. Meteorologist Tamara Berg said Thursday’s forecast high for downtown Sacramento is 86 degrees, a slight decrease from 88 degrees recorded Wednesday. The average for this time of year is 81 degrees.
