FORT WAYNE, Ind. (WPTA) – No charges will be filed against the New Haven Police Department (NHPD) officers who shot and killed a man in April, prosecutors shared Friday. On April 27, New Haven police officers fatally shot 37-year-old Robert Vicena while responding to a domestic battery call on the 6000 block of Moeller Road. Police say there was an altercation in which two NHPD officers suffered injuries consistent with a knife attack.
