SPOKANE, Wash. – A man made his first appearance in Superior Court Friday for allegedly speeding his car the wrong way down State Route 395 and I-90. According to court documents, Washington State Patrol was alerted to Jose Rivera Rodriguez allegedly driving north in the southbound lanes of State Route 395 in Adams County.
