Gervais hasn’t had a mayor since July. Annie Gilland was recalled in June and the two remaining city councilors — JR Gonzalez and Joel Ramon — haven’t reached a consensus on appointing more city councilors or a mayor.
Voters of the city of 2,700 south of Woodburn will choose from Tilda Flores, Robb Ladd and Brian Wagner for their next mayor in the Nov. 5 general election.
The races to fill the five City Council spots will not appear on the general election ballot . Instead, the city will hold a special election, which will take place Dec. 17, to fill those spots.
The city pulled the council races off the Nov. 5 ballot because city staff didn’t specify which of the council positions candidates were running for, and recalled City Councilor Michael Gregory was initially on the ballot. A recalled city councilor is not allowed to run for the same position, according to state law.

Who is Tilda Flores?
Flores grew up near Yakima, Washington, before moving to a farm near Hubbard. She graduated from North Marion High School in 1985 and briefly studied criminal justice at Clackamas Community College. She then went to Phagans Beauty School.
