WEST MONROE, La. (KNOE) – Mr. Fogger has been located and is safe. West Monroe Police Department issued a report for a missing Arkansas man. WMPD says Samuel Jonathan Fogger, 36, was last seen around 10:15 p.m. on Oct. 11 in the parking lot of Quality Inn hotel, located at 503 Constitution Drive.
