SHREVEPORT, La. (KSLA) – A man with multiple warrants outside of Louisiana was arrested on I-49 in Caddo Parish. On Oct. 12, around 4 p.m., the Caddo Parish Sheriff’s Office (CPSO) received information that Carlos Jose Hernandez, 37, was heading southbound on I-49 from Arkansas. While on the interstate, deputies spotted a vehicle that matched the suspect’s description.
