Defendant Pleads Guilty to 2022 Northeast D.C. Murder

Chanos Monroe, also known as Chanos Gillis, 41, of District Heights, Md., pleaded guilty on Friday to voluntary manslaughter and unlawful possession of a firearm in connection with the 2022 death of 52-year-old Keith Sistare.

The U.S. Attorney’s Office for the District of Columbia, along with the Metropolitan Police Department, made the announcement.

According to court documents, the incident occurred outside a BP gas station on Benning Road NE. Monroe’s vehicle was left idling while his fiancée remained in the front seat.

Keith Sistare allegedly attempted to enter the driver’s seat of Monroe’s car, which led Monroe and an unidentified male to chase him down.

Surveillance video shows Monroe repeatedly stomping on Sistare’s head while he lay on the ground. Monroe then returned to his vehicle to retrieve a handgun but was dissuaded by his fiancée from using the weapon, according to the U.S. Attorney’s Office.

Sistare was transported to a local hospital with life-threatening injuries but succumbed to his injuries on Sept. 11, 2022.
