STATEN ISLAND, N.Y. – New York City’s composting program is now underway, disgruntling some residents with another pail to put out on garbage night. From Oct. 6 on, all New York City residents will be required to separate their organic waste from the rest of their trash as part of the city’s expanded curbside composting program.
