A state prison officer is under arrest after authorities say he stole cigarettes and jewelry from an inmate and used the cigarettes to pay another inmate to cut his hair. Alabama Department of Corrections Officer William Anthony Todd, 37, is charged with use of position for person gain, according to court records made public Wednesday.
