Shahmeeka Chaney-Artis, the program director of IPH, said she has seen a large number of people in need of shelter already this winter season and that it is the driving factor behind their decision to open this emergency shelter earlier than normal this year.

“Our shelter typically opens from November to April, but we have decided to open our shelter a little earlier this year because of the increase in people sleeping outside and in need of shelter and the decrease in temperatures at night,” Chaney-Artis said. “A lot of them are sleeping in encampments and tents. A lot of them are in abandoned buildings or just roaming the streets at night.”
