Police believed that he met with Jerrome Thomas Barnes, Jackson Arthur Crisler and Tryevon Elgha Davis on Oct. 25 at a home on Cherry Hill Road in Dumfries.
PWCPD said that Blake intended to buy narcotics and sell a gun.
During that time, an altercation happened, and the suspects handcuffed Blake and took him from the Dumfries home against his will, PWCPD said.
Police said that the suspects took him to a secluded area on Triangle Street and shot and killed him.
Barnes, Crisler and Davis were all arrested and held without bond.
