California toll authority takes first steps to hike expensive tolls into double-digit territory

The Bay Area Toll Authority (BATA) has announced a proposed toll increase to fund maintenance and operations for the region’s seven state-owned toll bridges, including the San Francisco-Oakland Bay Bridge. If approved, the tolls will gradually rise over five years, starting January 1, 2026. The initial increase would bring the toll for regular two-axle vehicles to $8.50, with further increments planned through 2030, ultimately reaching $10.50 for FasTrak users.

BATA is also introducing a tiered pricing structure to encourage electronic payment methods, as these carry lower administrative costs. A premium for alternative payment methods will begin in 2027. The proposed toll hike follows a separate $3 increase from Regional Measure 3, which voters approved in 2018.

In addition to the toll adjustments, BATA is considering updates to high-occupancy vehicle (HOV) policies. Under the new proposal, a three-person occupancy requirement for discounted tolls will be implemented across all state-owned bridges, while two-occupant vehicles will be allowed to use carpool lanes without the discount. Public comments on the proposal will be accepted starting November 4, with a webinar scheduled for November 13 and a public hearing on November 20.
